Cargo Ventures is beginning the redevelopment process for new industrial space and parking facilities along McClellan Highway in East Boston. This phased development project would expand on the existing industrial space along McClellan Highway, to make way for new offices, warehouse & distribution facilities and state-of-the-art manufacturing spaces. This overall project can also be the engine to support the reduction of existing traffic on McClellan Highway by extending the Martin Coughlin Bypass to the City line creating direct airport access for trucks and buses from the North while opening the Upper Chelsea Creek waterfront to the community which has been closed-off for over 100 years.

Next Steps

In order for the project to move forward, with the significant benefit of the new access road for commercial vehicles to Logan Airport, the Commonwealth of Massachusetts needs to issue a new Invitation to Bid (ITB) for the old Railroad Right-of-Way, which runs parallel to McClellan Highway. The ITB would be the first step in a transparent process to allow Cargo Ventures an easement to utilize the property to create this bypass road for existing and new tenants’ trucks direct access to Logan Airport via the Marty Coughlin Bypass road. This new bypass road may be used in the future for all commercial traffic coming in from north of East Boston, removing a vast number of trucks and buses from neighborhood streets.

Cargo Ventures is in the process of meeting with East Boston elected officials, community organizations, stakeholders, and abutters to share its vision for the industrial land along McClellan Highway. Outreach will continue in an effort to engage the community to discuss neighborhood priorities and to establish an open and transparent process around the redevelopment of this private property. As one of the first concrete steps, the company expects to make an application to the Boston Air Pollution Control Commission within the next few months to enable the ultimate relocation of the existing Park & Fly airport parking operation from its current location at 320 & 420 McClellan to 440 McClellan. In addition, the company expects to make an application for a boundary review of the existing Designated Port Area which encumbers portions of the property. Since at least 1878, the property has not been connected to the waterfront and the property’s inclusion within a Designated Port Area should be reconsidered.

Beyond the development of the Cargo property, the company has shared its vision for how the adjacent MassDOT abandoned rail property could be developed to create waterfront access for the community, flood resiliency, and transportation improvements. The industrial and parking developments to be undertaken by Cargo Ventures could be the engine for the creation of this public infrastructure in our view.

HarborKeepers is currently directing an effort with financial support from the company to determine the best utilization and development of this public property. It is this community process that will ultimately determine the use of the MassDOT property and Cargo Ventures pledges to support the community’s vision.

Cargo Ventures is in the initial stages of meeting with the community in order to garner input on the proposed redevelopment and transportation upgrades. This project will only be successful with the help and support of the East Boston community. Over the next few months, Cargo Ventures team will continue to meet with direct abutters, area residents, community organizations and elected and appointed leaders to discuss the plans, schedule and process to move forward.

While the COVID-19 pandemic has slowed all community review processes, we are looking forward to reengaging the East Boston community once the COVID emergency subsides and look forward to getting in to more specific details on the proposed master plan for East Boston Industrial. We will be filing with the Boston Air Pollution Control Commission to relocate the park and ride to 440 McClellan Highway as well as Coastal Zone Management Agency as part of the Boundary Review process with the property abutting Chelsea Creek. We will post all future meetings on this page.
